This grant program, first awarded in 2001, provides funding to state agencies for developing and updating Habitat Conservation Plans (HCPs) and Conservation Benefit Agreements (CBAs). It supports conservation planning activities such as document preparation, public outreach, species surveys, and habitat assessments. Funds can also be used for environmental compliance reviews under NEPA and NHPA.

Only state agencies with a Cooperative Agreement under Section 6(c) of the Endangered Species Act (ESA) and a current renewal are eligible to apply. While funding is limited to states, counties and conservation organizations may partner as subgrantees. Federal funds and associated cost share cannot be used to meet ESA regulatory requirements or Federal mitigation obligations.

Applications cannot seek funding for deliverables already funded under prior grants. The grant does not cover U.S. Fish and Wildlife Service personnel costs, and state administrative costs must either be state-funded or included in the proposal according to federal requirements. Generally, only expenses incurred during the grant period are reimbursable, although pre-award costs may be considered under specific conditions. Land acquisition is not eligible for funding.
